This article examines methods of pre-trial settlement of public law disputes arising in administrative and tax legal relations. Based on the comparative legal method, the study analyzes extrajudicial mechanisms for the protection of the rights of individuals and legal entities, including administrative appeals, alternative dispute resolution methods (mediation), as well as the activities of specialized quasi-judicial bodies such as appellate and expert councils. Particular attention is paid to foreign experience in the application of pre-trial procedures in countries of continental and common law systems, including mandatory pre-trial appeal models in Germany, France, South Korea, and Kazakhstan. The authors analyze the current state and recent developments in the legislation of the Republic of Uzbekistan in this field, including the introduction of legal experiments on pre-trial review of administrative acts in the provision of public services and the establishment of the Expert Council on Tax Disputes under the Chamber of Commerce and Industry. In conclusion, recommendations are formulated for improving the institution of pre-trial dispute settlement, aimed at increasing the efficiency of administrative justice, reducing the judicial workload, and strengthening trust in public administration.
