Abstract

The article examines the problematic issues of forming election commissions in the Republic of Kazakhstan. It is noted that cases of violations committed by members of election commissions were observed during the election process. Even isolated violations of the electoral legislation committed by members of election commissions indicate that issues related to the activities of election commissions and the selection of personnel for them require an objective rethinking and possibly reformatting of the entire system of election bodies. The independent model of election bodies operating in the Republic of Kazakhstan and a number of other countries, the system of election bodies are studied. The regulatory legal acts governing the process of forming commissions are analyzed. Particular attention is paid to the requirements for the composition of commissions, the procedures for their formation and appointment, as well as the mechanism for ensuring the independence and transparency of their work. Proposals are made aimed at increasing the efficiency of the electoral process and citizens' trust in the electoral system.
