Abstract

The article examines the legal content of administrative procedures and their definition under the Code of Administrative Procedures and Processes of the Republic of Kazakhstan. The author emphasizes the insufficiency of the current legislative definition, which requires clarification of such concepts as "administrative body," "official," "administrative case," and other related categories. Special attention is paid to the issue of restrictions on citizens’ petitions, particularly their inapplicability to matters of appointment and dismissal of public officials. The shortcomings of legal regulation of public hearings are analyzed, including their formal nature and dependence on subordinate regulations. It is concluded that legislation should be improved, and the procedure for conducting public hearings must be enshrined at the statutory level.
