Abstract

The article examines the problems and prerequisites for the formation of a harmonious "listening" state and a developed civil society, which must find consensus on the main issues of social development.

According to the author, this will only be possible as a result of an open, transparent and public discussion of the accumulated problems and the joint development of a further strategy for the development of Kazakhstan to overcome them.
