This article is devoted to the study of the legal aspects of implementing digital platforms in the construction industry of the Republic of Kazakhstan as a tool for minimizing corruption risks and enhancing the accountability of market participants. Within the framework of the transition to a platform-based model of public administration, digitalization is viewed not merely as a technological update, but as a strategic imperative for creating a transparent investment environment. The authors conduct a systematic analysis of the current regulatory framework, including the 2024 amendments governing digital infrastructure and the integration of modern communication networks. The paper examines in detail the legal nature and functionality of the “E-Qurylys” and “Kazreestr” systems, which provide end-to-end control of construction processes and the protection of the rights of equity holders at all stages of the facility's lifecycle. Particular attention is paid to identifying legal barriers including the problem of "double document management," which hinder the effective implementation of electronic interaction formats. Based on a comparative legal analysis with the experience of the United Kingdom, the necessity of transitioning to mandatory standardization of building information modeling (BIM) is substantiated. The results of the study include specific proposals for improving legislation, particularly with regard to strengthening liability for the accuracy of data in the digital environment and granting digital data the status of an absolute legal fact.
