The article examines the digitalisation of public services as one of the most effective instruments for combating corruption in Uzbekistan. It analyses strategic policy documents and legal frameworks, including the Strategy “Digital Uzbekistan – 2030”, as well as reforms aimed at enhancing transparency, accountability, and efficiency in public administration.
Particular attention is paid to sectors most vulnerable to corruption risks, such as the use of budgetary funds, public procurement, construction, licensing procedures, bank lending, and human resource policy. The study evaluates existing digitalisation mechanisms, including the Unified Portal of Interactive Public Services, electronic procurement systems, virtual reception offices, and public oversight platforms.
The article also addresses current challenges, including the digital divide, low levels of digital literacy, and insufficient integration of information systems. Drawing upon the international experience of Estonia and Singapore, the author substantiates the conclusion that the digitalisation of public services constitutes not merely a technological innovation but an institutional instrument for shaping an effective anti-corruption policy.
